Yes, they can. DC power has been used by quite a few large companies as a way of reducing the energy requirements for their data center. Fresh-air ventilation is just another way of providing cooling to the data center, but both are equally good and an excellent way of reducing the carbon footprint, the amount of energy you use in your data center. What it's going to depend on is your location, your experience with DC power, what constraints you have in place with service-level agreements, and how you do business with your clients.
